Default Stud/Partition Wall

Hi all

Not sure if this is the right place to post.

Need to build a partition wall in my integral garage. There will be no doors in the stud wall, will need to be insulated appropriately as I am using the back part of it to create a utility room (it is a very long garage and there will still be room for a car when I have finished).

Couple of questions.

What are (if any), the regulations for this - as in fire regulations, should it be a special type of board, does the floor of the utility part need to b above the floor of the garage?

What materials will be suitable to build? Was going to go with 2x4 for studs and noggins etc, 12.5mm plasterboard one side (toward the utility - which will be tiled after), 9.5mm on garage side, with either cavity wall or fibreglass (loft) insulation between the studs.

In order to reduce drafts, is there a sealant I need to use above the top, below the baseplate and at either side?

Any help would be appreciated.
