Ultrasolve can be useful on a lot of tiles. Sometimes a solvent carrier helps depending on the surface. However Ultrasolve will ever so slightly darken the surface

Default Tiling Over Existing Tiles

To tile straight over the top of old or existing tiles you will need to, use a suitable detergent or tile cleaner to remove all the dirt and grease etc on them, do this by horizontally and vertically scoring the tiles using a tile scriber, this will facilitate a bond between the old tiles and your new tiles.

It's really hard to give some suggestion if we cannot see it personally. Better to show some pictures. Anyway try to use Aquamix as they have the benefit of being water based.
